Moves are under way to recruit for 171 posts at the Bangladesh Jatiya Sangsad Secretariat to overcome its manpower shortage. At the same time, initiatives have been taken to reform the secretariat's organisational structure and to form a separate parliamentary service.

These matters were discussed on Tuesday (3 November) at the second meeting of the committee formed on manpower affairs of the Parliament Secretariat, held at the Jatiya Sangsad Bhaban. Deputy Speaker Barrister Kaiser Kamal chaired the meeting.

The meeting was told that the process is under way to complete recruitment to 16 directly recruitable first- and second-class posts through the Public Service Commission (PSC). Recruitment to another 155 posts in grades 11 to 20 is being advanced through the Parliament Secretariat itself. In both cases, emphasis was placed on completing the recruitment process quickly.

Alongside recruitment, committee members also discussed overhauling the secretariat's administrative structure. The committee recommended appointing two, or if necessary three, consultants to ensure the technical and professional support needed to properly implement the organisational reform.

The meeting also spoke of considering consultations with the United Nations Development Programme (UNDP) for this work.

In addition, the formation of a Bangladesh Parliamentary Service was discussed in detail. Emphasis was placed on the need for organisational reform to make the secretariat's work more organised and efficient.

At the start of the meeting, the minutes of the committee's first meeting were approved with amendments. The manpower situation of the Parliament Secretariat and the progress of recruitment activities were then reviewed.

Committee members Chief Whip Nurul Islam Moni, Whip M. Ruhul Quddus Talukder Dulu, Kazi Rafiqul Islam, Md. Selim Reza and Mosammat Shammi Akter attended the meeting. Officials concerned of the Parliament Secretariat were also present.
